Terms & Conditions


  1. Introduction 
    MTR Corporation Limited (MTRCL) supports SPCA’s Dogathon and Pet Festival 2026 on 1 March 2026 (the Event) by allowing passengers holding the Woof Pass to bring their pet dogs on the day of the event in accordance with the Conditions.    
  2. Relevant MTR By-laws  
    1. Pursuant to By-law clause 28 of the MTR By-laws and By-law clause 25(c) of the MTR (North-west Railway) By-laws, no person shall bring any animal or livestock into any part of MTR railway premises (except guide dogs or animals that have been approved by the MTRCL). 
    2. In accordance with clause 28 of the MTR By-laws and clause 25(c) of the MTR (North-west Railway) By-laws, the MTRCL exercises its sole discretion to allow passengers holding the Woof Pass to ride on the MTR network with a pet dog (excluding "Large Dogs", "Fighting or Known Dangerous Dogs") according to the Conditions.  
    3. If a passenger holding a Woof Pass fails to comply with the Conditions, the permission to bring pet dogs into the premises of the MTR will be automatically revoked.  
    4. Any person who contravenes clause 28 of the Mass Transit Railway By-laws or clause 25(c) of the MTR (North-west Railway) By-laws is liable to prosecution and a fine.

    • Board at any door of the last car in the direction of the train 
    • Always remain in the last car 

    Light rail 

    • Single car: the last door at the rear of the car 
    • Two-car: the last door at the rear of either first or second car 
    • Always remain at the rear area of the car 

    Please do not bring other animals (except guide dogs or animals that have been approved by the MTRCL) into MTR railway premises  

  4. How to use the Woof Pass  
    1. To obtain the Woof Pass, passengers must visit the official web page of SPCA Dogathon 2026.  Details are subject to the announcement by SPCA. 
    2. Passengers holding and wearing a Woof Pass can bring one pet dog on the MTR for unlimited rides on the day of the event (limited to applicable MTR services) in accordance with the Conditions. 
    3. Each passenger can only hold and wear one Woof Pass, i.e. each passenger can carry a maximum of one pet dog. 
    4. Other accompanying passengers without a pet dog are not required to wear the Woof Pass; The Woof Pass is non-transferable, non-changeable, non-exchangeable and non-refundable.  
    5. The Woof Pass must be worn from the time you enter the MTR railway premises until you leave for identification. In addition, please bring the relevant confirmation email issued by the SPCA, MTR staff have the right to request access to the above documents for verification.  
    6. The Woof Pass will be distributed by the SPCA; If you have any questions about Woof Pass, please contact SPCA. 
    7. The Woof Pass is not a ticket, and passengers must pay for the fares as usual.  
    8. You understand and agree to accept any risks due to riding MTR with your pet dog. It is optional but recommended that you should purchase pet (including third party) insurance in advance.  
  5. Preparations before taking your dog on the MTR  
    1. You should consider the physical and mental condition, temperament and characteristics of your pet dog, or consult a registered veterinary surgeon before travelling, to assess whether your pet dog is suitable for travel on the MTR.  
    2. Before entering MTR railway premises, you must put your pet dog in a handheld pet carrier, bag, suitcase or backpack (collectively referred to as pet bags).  The pet dog must be fully enclosed inside the pet bag without any of its body parts exposed.  It is recommended to add a safety buckle to secure any openings to prevent accidental escapes from the pet bag.  The sum of the length, width and height of the pet bag shall not exceed 170 cm, and the length of any one side shall not exceed 130 cm.  
    3. As the pet bag must be completely closed during the ride, it is recommended that the pet bag offers sufficient breathable enclosure (such as ventilation nets) to ensure the comfort of the pet dog during the ride.   
    4. The pet dog should be able to sit, stand, turn around, and lie down comfortably in natural positions within the pet bag.
    5. You are not allowed to use any wheeled pet strollers (or wheelchairs, trolleys, shopping carts, etc.) to transport pet dogs. 
    6. You should place diaper pads in the pet bag or use a leak-proof pet bag according to the needs of the pet dog.  
    7. Other pre-ride preparations for pet dogs: 
      1. A valid dog licence issued by the Agriculture, Fisheries and Conservation Department 
      2. It has been implanted with an AVID chip 
      3. Vaccinated against rabies 
      4. DHPPiL (1-5) vaccines (distemper, hepatitis, enteritis, parainfluenza, leptospira) and other vaccines recommended by registered veterinarians 
  6. Entering the station and riding on train cars  
    1. The Conditions apply to all MTR railway premises (including but not limited to station entrances and connecting ramps, unpaid areas, station lobbies and ramps connecting station platforms).  Passengers are not exempted from the Conditions by quoting that they have not entered paid areas, or not yet boarded the train.  
    2. MTR staff reserve the right to require passengers with dogs who are present on MTR railway premises (even if they have not entered paid areas) to present their Woof Pass or relevant confirmation emails, check the specifications of the pet bags, or ask those who do not comply with the rules to leave.  
    3. For the safety of the train and to minimise the impact on other passengers, you must ensure that your pet dog is completely wrapped in the pet bag inside MTR railway premises.  It is your responsibility to ensure that your pet dog does not leave the bag and that no part of its body is exposed outside of the bag.  Except as instructed by MTR staff, opening pet bags on MTR railway premises is a violation of the Conditions.  
    4. The following are the designated pick-up and drop-off and boarding locations of each heavy railway line:

    5. Pet bags are not allowed to occupy seats and must be kept close to the you.  Please do not block passages or obstruct other passengers.  
    6. Before travelling, you should pay attention to whether their dog's physical and mental condition is suitable for taking the MTR. If your dog experiences discomfort, abnormal behavior (such as excessive barking or struggle) or other emergencies during the ride, for the safety of your dog, you should get off at the next stop immediately. If you need to open the pet bag, please leave the MTR railway premises first.  
    7. You are advised to maintain a clean and hygienic environment on MTR railway premises. If your dog soils the station, carriages or other parts of the MTR railway premises, you should clean the area immediately and use their own cleaning tools (e.g. plastic bags, disinfectant tissues) to properly dispose of the dirt.  
    8. To ensure the safety of other passengers, you must ensure that their dogs have been vaccinated against the statutory laws (e.g. rabies vaccination) and comply with the relevant licensing requirements. MTR staff have the right to require you to produce supporting documents.  
    9. During the ride, if other passengers’ express unease or resistance to their pet dogs, you should take the initiative to keep their distance and respect the feelings of others.  
    10. The MTRCL reserves the right to refuse entry of any pet dog to MTR railway premises. 
    11. MTR reserves the right to refuse you and your dogs to travel on the MTR and/or require them to leave the MTR area in appropriate circumstances. Appropriate circumstances include, but are not limited to: 
      1. pet dogs are in violation of this rule;  
      2. MTR staff have reason to believe that the pet dog may affect other passengers. 
      3. The pet dog's behaviour has caused a threat and/or disturbance to others; 
      4. The pet dog showed aggression or threatened safety towards MTR staff or passengers; 
      5. You are unable or unable to control their dogs;  
      6. You carry more than one pet dog.  
  7. Liability Provisions  
    1. You are solely responsible for any injury, loss or death suffered by their pet dog and/or injuries caused to others during the ride and/or injury and/or damage to other people's pet dogs and/or property and/or contents.  
    2. MTRCL shall not be liable for any accident, loss or damage arising from the passenger carrying a pet dog, including but not limited to any injury, loss or death suffered by the pet dog and/or any injury and/or damage caused by the pet dog to another person and/or other person's pet dog and/or property and/or property during the journey, regardless of the cause of such injury and/or damage.  
    3. For the avoidance of doubt, bringing dogs into MTR railway premises under these Articles does not relieve passengers of their liability to indemnify the MTRCL and/or its officers under clause 4(3) of the MTR By-laws and clauses 17 and 37 of the MTR (North-west Railway) By-laws.  
    4. Passengers should acknowledge and accept that the MTR fare concessions or promotions are subject to their terms and conditions, including those of connecting transport operators.  If the passenger fails to meet those conditions due to his or her own reasons (including bringing pet dogs), MTRCL will not be liable.  
    5. The Chinese version of these terms and conditions shall prevail; In case of any dispute, the decision of the MTRCL shall be final.  
    6. MTRCL reserves the right to terminate or amend these Conditions at any time without prior notice.
